Hugh Payne, President
Mr. Payne was born on St. Croix in Frederiksted to Mr. Reginald Payne and Ivy Durant-Payne.Hugh Payne left St. Croix as a child and grew up in the continental United States. After graduating from High School he enlisted in the U.S. Navy during the Viet Nam conflict. After being honorably discharged from the Navy, he attended Monroe Business Institute where he received a degree in Computer Programming and Accounting Mr Payne started a career in the Stock brokerage busines in New York where he supervised several operation departments. He relocated to Maryland where he continued his stock brokerage career as an assistant vice president of a Brokerage firm (Ferris Baker Watts). After completing 20 years in the Brokerage business Hugh Payne retired to pursue other interest in community affairs. He served 9 years as the president of the Palmer Park Community, an elected position. While in Maryland, he graduated from the Prince Georges County Civilian Police Academy. Mr. Payne took a position as Office Manager for Service Master Corp, where he managed for another 15 years. He returned home for good to St. Croix in September 2003. Mr. Payne is currently employed by the Department of Human Services/Senior Citizen Affairs senior community service employment program as the programs Job Coach career counselor. Mr. Payne helped establish the Veterans volunteer poll for the veterans clinic in Barren Spot and was one of the first volunteers with the Virgin Islands senior medicare patrol helping in the programs planning stages and training new volunteers. He also volunteers with the following organizations: A member of the American Legion (Frederiksted Post); Chairman of the Virgin Islands retired senior volunteer program advisory board; American cancer society St. Croix unit Cancer control committee, Department of Human services outreach programs.
Lena Schulterbrandt, Vice President (not pictured)
Mrs. Schulterbrandt has long been active in Frederiksted civic affairs. She is especially committed to the restoration of Frederiksted properties. She is a long resident of Frederiksted and was a Vocational Teacher at St. Croix Central High School. She is the past president of the Christmas Festival Committee.She graduated from St. Patrick's School Xavier University and University of Miami.
Terry Vanterpool, Secretary
Ms. Vanterpool a native of St. Thomas, has resided on St. Croix for more than twenty years. She completed her Associate, Bachelor and Master's degrees at the University of the Virgin Islands. Ms. Vanterpool has worked four years in the private sector and has over twenty years of experience in the historic preservation field working with the V.I. State Historic Preservation Office (VISHPO). She is the sole staff on St. Croix. Ms. Vanterpool is the Liaison for the St. Croix Historic Preservation Committee (STXHPC) which is the custodian of the Historic and Architectural Control Districts. The (STXHPC) is charged with preserving cultural properties for generations to come, to increase resident responsibility and tourist interest, and to maintain charm and high quality of appearance which makes the Virgin Islands unique in the Caribbean. Ms. Vanterpool endorses the VISHPO's mission which is to preserve the remainder of our unique history. She has written the script for STXHPC public awareness commercial which was aired on five television and four radio stations. Ms. Vanterpool is a member of the V.I. Danish Apprenticeship Committee, National Trust for Historic Preservation and Friedensfeld Church Council. She has also served as a member of the St. Croix Heritage Trail Steering Committee, St. Croix Landmark Society, The St. Croix clean-up Task Force and the University of the Virgin Islands Search Comitttee.
Carole Jackson, Treasurer
T. Carole Jackson has been with the UVI Research and Tecnology park since 2010 and is currently Comptroller and Contract Administrator. Before joining RTpark, Carole provided accounting and financial system management services to Psychiatric Solutions, Inc. and also taught Quickbooks to businesses on St. Croix. Carole assisted her husbands company for three years as Vice President, handling construction project management and administration. Prior to her family's relocation to the U.S. Virgin Islands, Carole spent four years s the Accounting Manager Novey, Mendelson and Abramson law firm in Tallahassee, Fl. She was Pension Administrator for Florida League of Cities for the six years preceding. carole is currently pursuing the Certified Public Accounting certification and continuing her education at the University of the Virgin Islands. Carole enjoys keeping up to date in her educational pursuits and has attended Florida State University for financial accounting. Tallahassee Community College for general accounting. She makes time for group involvement and currently participates in two outside organizations; Government Finance Officers Association of the U.S. and Canada and the Institute of Professional Bookkeepers, National Association of Women in Construction (N.FL Chapter) where she was Director and the Westover HOA as President.
Alphonso Franklin, Interim Executive Director
Mr. Franklin was born in Fredriksted St. Croix. He attended and graduated from St. Patrick's School and moved to New York to study accounting. He was inducted into the Army in New York in 1950 and served two years before being honorably discharged. While in the Army, graduated from the Infantry School Light and Heavy Weapons Leadership Training in Fort. Benning Ga. he Served as an Instructor in the Infantry School in Fort Benning and received several commendations for outstanding leadership and loyalty. He lived in Mount Vernon, New York for forty-four years and has been married to Sylvia Heyliger for fifty three years. He served as the Commissioner on the Planning Board of Mount Vernon N.Y. He also served as Chairman of Mount Vernon Community Development and Chairman of the Mayor's Advisory Board for CDBG. He studied studied electronic technology in Television and Radio in New York. he managed several successful political campaigns, resulting a City Council member for two terms and School Board officer for two terms. He was employed by Plaxall Inc. Long Island City for thirty-nine years. He was a Technichan and Production manager in the field of Plastic Thermo-forming, product development and production, which pioneered and developed many plastic thermo-forming techniques in use today. Retired in 1991. he returned to St. Croix. He engages in many volunteer works such as; Board member of Virgin Islands Water and Power Authority for seven and a half years, as chairman of Planning and Economic Development Committee, President of Our Town Frederiksted for fourteen years, Past president of St. Patrick's Church Council, Founding President of St. Patrick's School Alumni Association, President of the Estate St. Georges Property Owners Assoc, past President of the Waest End Democratic Club and former member of the Millenium Choir. He is a member of the St. Patrick's Choir and member of the American Legion Berkley Bromley Post, Frederiksted. He wrote a weekly column entitled, "The Glory Day's of Frederiksted for the St. Croix Avis. Subsequently he wrote and published a book "The Glory Days of Frederiksted."
