PAKISTAN STUDENT ASSOCIATION (PakSA)

At Drexel University

Preamble

We, the students from Islamic Republic of Pakistan attending Drexel University, Philadelphia, USA, hereby establish an organization to be known as Pakistan Students Association and referred to as PakSA , and have agreed to this Constitution.

 
ARTICLE I: Name
The name of this association shall be ‘Pakistan Student's Association of Drexel University’, abbreviated ‘PakSA’.
 
ARTICLE II: Aims and Objectives
  1. To Portray and promote Pakistani Culture
  2. To help other students understand Pakistani Traditions
  3. To Learn from other cultures
  4. To facilitate and support communication amongst Pakistani students
  5. To facilitate cultural diversity amongst Pakistani and non-Pakistani students
 
ARTICLE III: Advisor
  1. PakSA’s advisor must be a full time Drexel University employee (faculty or staff)
  2. The advisor will sever as a consultant for PakSA
  3. The advisor will not make any decisions for PakSA
 
ARTICLE IV: Membership   – OPEN MEMBERSHIP –

Section 1- A student must be a registered full time undergraduate student at Drexel University to become a member of PakSA.

Section 2a- Membership is applicable upon payment of dues and should be renewed every year.
Section 2b- Members shall have full voting rights and an equal opportunity to speak and be heard at all PakSA meetings.

Section 3- Membership of this organization shall be open to people of every race, color, sexual orientation, ability, and religion, irrespective to their course of study.

Section 4- Reckless or intentional endangerment of health or forced consumption of liquor for purposes of initiation or affiliation with PakSA is strictly prohibited.

Section 5- PakSA is not responsible for any member’s private activities or actions.

Section 6- Members must be dedicated to fulfill principles set forth in this constitution.

Section 7- Membership shall be nullified if a member is unable to fulfill the membership requirements prescribed by this Constitution. Membership will require the members to participate, serve, and attend functions set for a particular term.

Section 8- A member must attend at least one PakSA event per term to maintain the membership.

Membership Fee:

Section 1- The Membership Fee amount shall be suggested by the Executive Board and approved by the members via a simple majority vote of the General Body at the first meeting of the term.

Section 2- Membership Fee payment is required for membership and must be paid before deadline set by the Executive Board.

Section 3- Membership Fees shall be non-transferable and non-refundable.

 
ARTICLE V: Quorum
  1. At least 1/3rd of the total PakSA members have to vote to elect the executive board members
 
ARTICLE VI: Officers/Executive Board

An executive board that will constitute of a President, Vice President, and Treasurer will run PakSA. Executive Board has the authority to create new board position/positions to fulfill the additional responsibilities.

  • President:
  1. Only a full time undergraduate Drexel University student can qualify to be the President of PakSA
  2. This student will act as a liaison between the University and PakSA
  3. This student will be the official spokesperson of the undergraduate student body of PakSA at Drexel University
  4. This student will preside over all the PakSA meetings
  5. This student will have the power to call meetings whenever deemed necessary
  6. This student has the authority to appoint chairpersons, which will be subject to two-third-majority approval
  7. This student will be the final arbitrator of disputes between members of the committees or officers
  • Vice President:
  1. Only a full time undergraduate Drexel University student can qualify to be the Vice President of PakSA
  2. This student will chair meetings in the absence of the President
  3. This student will have the right to vote unless chairing the meeting
  4. This student will keep track of all the committees’ progress and activities
  5. This student will work with the President and support him/her in all his/her affairs
  6. This student is responsible for the recommendation, coordination, staffing, and for written evaluation of all projects and social events set for the term
  • Treasurer:
  1. Only a full time undergraduate Drexel University student can qualify to be the Treasurer of PakSA.
  2. This student will prepare the budget for the body in conjunction with the president and the Executive Board.
  3. This student will be responsible for collection all dues, keeping record of all disbursements and keeping all accounts. of the finances of the organization.
  4. This student will provide help to the President and Vice President whenever necessary.
  5.  This student shall be responsible for handling all PakSA funds and funds designated as organizational funds by the university.
  6. This student shall prepare all financial reports and forms, and procure any financial obligation of PakSA.
  • Website Developer:
  1. This student will be responsible for the development of association website.
  2. Be responsible for updating and maintaining the website.
  3. To provide help to the President and Vice President.
  4. To provide help in the arrangements of meetings and festivals.
ARTICLE VII: Committees

Section 1- The President shall have the power to create a committee in order to perform tasks specific to an event.

Section 2- Any member of the association shall be eligible to join a committee.

Section 3- The committees shall be formed by the start of a new term and will consist of members specified by the president and approved by a 2/3rd majority vote of the members present at the meeting.

Section 4- The executive board will ensure the smooth flow of tasks assigned to them.

 
ARTICLE VIII: Elections

Section 1- This organization shall elect a President, Vice President, and Treasurer for a term of one academic year.

Section 2- Anyone wishing to run must be a member for at least one term.

Section 3- Any member of PakSA is an eligible candidate for the office of President, Vice President, and Treasurer provided he/she is a full time student at Drexel for a period of two Drexel terms.

Section 4- If the office of the President becomes vacant, the Vice President will become President for the remainder of the Academic Year. The resulting vacant office of Vice President will be filled as stated in section 5. If any Executive member desires to run for the post of Vice President he/she must resign from their respective position once elected.

Section 5- If the office of Vice President becomes vacant, the President shall call for elections for vacant post in the next general meeting. The vacant office of the Vice President will be filled by a majority vote of the member present at the general meeting.

 Section 6- If the office of the Treasurer or an appointed person becomes vacant, the President shall appoint another member to fill the respective position for the remainder of the elected term.

 
ARTICLE IX: Meetings

Section 1- Officers of the association must hold a meeting at least once a month.

Section 2- Emergency meetings can be called by the executive board.

Section 3- PakSA meetings are confidential and are intended to stay within the organization unless specified.

 
ARTICLE X: Amendments

Section 1- To ratify the constitution, a majority vote will be needed. Upon passage it will supersede all previous constitutions.

Section 2- Any new amendments must be submitted to the Parliamentarian and submitted as new business.

Section 3- An amendment in the Constitution shall first be approved by two-third votes of active officers and when approved will be automatically voted upon by the general student body. Upon approval it will take immediate effect.

Section 4- An amendment that does not change or demand a major change in the structure of the PakSA does not need to be voted on additionally by the student body.

 
ARTICLE XI: Dissolution

Section 1- Notification of the dissolution of the constitution and or the PakSA have to be made 2 weeks ahead of time. Details pertaining to date, time, location and nature of the vote must be made.

Section 2- Constitution will be dissolved by a two-third-majority vote.

 
ARTICLE XII: Impeachment

Section 1- Any elected or appointed officer can be impeached by a vote of no-confidence.

Section 2- The motion to impeach shall be carried by a majority of those present.

 
ARTICLE XIII: Censure

Section 1- Members can be censured by the same procedure as in Article X, section 2.

Section 2- The censured members shall be ineligible to vote or run for/hold office in the association for a period of one year from the date the motion is passed.
